Democrat State Representative Frank Burns of Cambria County has always claimed to be “pro-gun.” But actions speak louder than campaign mailers, and his recent sell-out of Pennsylvania gun owners on Constitutional Carry has made it clear: Frank Burns cannot be trusted.
This summer, Pennsylvania Gun Rights (PAGR) launched the “Summer of Accountability” to hold Rep. Burns accountable for his decisive May 2025 vote to kill Constitutional Carry, which Republican Rep. Aaron Bernstine had offered as an amendment on the House floor.
Burns voted with anti-gun Philadelphia Democrats like Speaker Joanna McClinton (who Burns has routinely voted to keep in power) to block the amendment that would have affirmed the fundamental right of law-abiding citizens to carry a firearm without government permission.

The Truth About Frank Burns and Constitutional Carry
Frank Burns voted against the Constitutional Carry amendment, and by doing so, voted against you.
Constitutional Carry is not a radical idea. It’s the law in 29 states, including neighboring West Virginia and Ohio. It simply affirms what the Second Amendment already guarantees: your right to carry a firearm without begging the government for a permission slip.
Burns tried to paper over his betrayal by introducing a meaningless constitutional amendment to make it look like he supports gun rights. But that amendment was nothing more than a public relations stunt…a weak attempt to recover from the political damage he caused himself by siding with Harrisburg and Philadelphia liberals.
The amendment process is long, drawn out, leaves your rights to the whims of Philadelphia and Pittsburgh, and reaffirms that Frank Burns does not believe the Second Amendment guarantees your right to carry a firearm without a license.
This is political theater by Frank Burns, and gun owners saw through it immediately.
